Charged: SPD officer seen kicking handcuffed man’s head

Prosecutors have charged a Seattle police office who was captured on camera kicking a handcuffed man in the head.Garth Haynes has been charged with assault in the incident that took place at the Balmar Bar and Lounge on Dec. 12. (Ballard KOMO actually broke the story 10 days after the incident.)The footage shows assault suspect Jake Bijot-Clary lying, face down, on the sidewalk with his hands cuffed behind his back. Haynes is seen moving toward the 21-year-old man and kicking his head, knocking his head into the sidewalk.
